SIAC Executive Director Stan Martin Retires, Steve Keefer Named His Replacement
Keefer, who retired as a police chief in 2013, grabs the baton from Martin to become SIAC’s second executive director.
FRISCO, Texas — Security Industry Association Coalition (SIAC) founding executive director Stan Martin has retired from his position, assuming emeritus status as of the end of 2024, with assistant executive director Steve Keefer becoming the organization’s second executive director.
Martin, who served more than 20 years as SIAC’s executive director, is an SSI Industry Hall of Famer and member of the Ring of Honor.
Keefer retired in 2013 after rising through the ranks to become chief of police in Sparks, Nev. Following his retirement, he joined SIAC, where he served as the west coast national law enforcement liaison. He is a graduate of St. John’s University and the FBI National Academy.
“Steve has been an incredible partner during our work together,” says Martin in the coalition announcement. “I am confident in SIAC’s future under his leadership and his ability to build on the relationships and expertise SIAC has developed over the past 22 years.”

“I appreciate the trust that the SIAC board has placed in me and look forward to the challenges our industry will face in the future,” says Keefer in the announcement. “Stan’s ability to build relationships across all levels of law enforcement will be invaluable as we look to the future.”
The Electronic Security Association (ESA) recently recognized Martin’s decades of service and leadership by establishing the Stan Martin Excellence in Advocacy Award. In 1989, Martin received the Sara E. Jackson Memorial Award, presented annually by ESA to a committee chairperson who displays outstanding leadership.
In 1990, he was named the Morris F. Weinstock Person of the Year, the association’s highest honor.
“Stan Martin has provided insightful leadership with the highest levels of integrity in his role at SIAC,” says Tim Creenan, SIAC chairman in the coalition announcement.
“Stan is highly respected within our industry as well as in law enforcement, where he has worked closely with the International Association of Chiefs of Police and the National Sheriffs’ Association to promote effective alarm management policies nationwide,” he says.
“Thanks to Stan’s tireless work, prestigious public safety organizations have endorsed the model ordinance and opposed verified response as the best way to regulate the industry on the local level,” says Creenan. “The fact that more than 1,000 public safety agencies have implemented a version of the model alarm ordinance and only a handful have implemented verified response is a tribute to Stan’s leadership and integrity.”
Stan Martin’s SIAC Legacy
Since 1994, Martin has led a national effort to reduce unnecessary alarm dispatches, first by leading programs including Model Cities and Model States to develop best practices for law enforcement, and then for the last 22 years as the executive director of the Security Industry Alarm Coalition.
Martin was also recently named a lifetime member of the California Alarm Association for his service to the industry.
“I have been blessed to serve with so many of the great leaders in our industry and law enforcement,” says Martin in the SIAC announcement. “I am proud of what we have accomplished together and look forward to watching SIAC’s continued success under Steve’s leadership.”
Martin will continue to assist SIAC as needed, he says in the announcement, but hopes to spend more time with his wife Marti, his daughter and son-in-law and a new grandchild.
