Monitoring software solutions provider DICE Corp. has won a
contract to deploy a monitoring/messaging system and
authority database for a nationwide Homeland Security
communication system. The system will be used as the
backbone to aid federal and local emergency management and
response agencies, 911 centers, and those responsible for
any emergency, disaster, or terrorist attack.

Features of the communication project include emergency services resource availability, various communication techniques, including a low-cost Web interface, and integration with several new and existing emergency protocols, including the urgent bulletin for serious child abduction cases, Amber Alert. The monitoring system receives signals from any agency, determines which areas and authorities the data needs to be communicated, and sends the information upstream to all participating agencies.

The system is equipped to handle all emergencies, from hazardous material spills and natural disasters to automatic crash notifications, public health alerts, terrorist threats, and even railroad incidents. The new software also has interfaces for alarm industry automation systems, including panic, fire, medical emergency, and burglary. The system provides two-way communication for each connected agency, which allows the alarm industry to receive reports on actions and events.

DICE Corporation was chosen to participate in the project due to role in the alarm industry and its major market share of monitored accounts reporting emergencies to authorities.

The project, being tested in Washington D.C.‘s Northern Shenandoah Valley, was developed in cooperation with four other companies.
