The National Electrical Contractors Association (NECA) announced its support of the Contractor Accountability Act of 2003.
According to NECA, the act would create a more accountable and selective construction bidding process. The legislation would establish a centralized database on actions taken against federal contractors and require a description of each action. It also would place the burden of proving responsibility and subsequent eligibility for contracts on the company seeking the contract if it has been previously convicted of two violations.
NECA is active in the Campaign for Quality Construction (CQC), which also supports this legislation. Other CQC members include the Sheet Metal and Air Conditioning Contractors’ National Association (SMACNA), the Mechanical Contractors Association of America (MCAA), the Finishing Contractors Association (FCA) and the Association of Union Constructors (NEA).
