PENTAGON BYPASSES BUREAUCRATIC CHANNELS, ISSUES RFPs FOR 38 NEEDED SYSTEMS

The Pentagon recently issued a “broad agency announcement,” bypassing traditional operational channels in requesting submissions for proposals for 38 needed systems. The systems include face and voice recognition, sensors, early warning devices, walkthrough screening portals and information integration centers.
Proposals must be submitted by Dec. 23 for products that can be delivered in 12 to 18 months. The products offer wide cost latitude as there is no cap on spending. Beginning on page eight of the broad agency announcement, the proposal procedure is described. All proposals must be submitted over the Internet through www.bids.tswg.gov. The bids will go directly to the Combating Terrorism Technology Support Office Technical Support Working Group (TSWG).
