The executive director of the Los Angeles Police
Commission, Don Koenig, recommended against adopting a
compromise burglar alarm policy proposed by the city’s 19-
member burglar alarm task force. Instead, Koenig proposed
that patrol units still be alerted when unverified alarms
were received, but response would be optional. In a report
to city officials, Koenig claimed that the compromise’s
main component—a three strikes plan—would require the
police department to carry out a two-tiered response policy
for alarms that could expose the city to lawsuits.
City Councilwoman Janice Hahn, who has led the fight
against the police commission’s verified response policy,
said the modification is not acceptable. She is upset that
the commission did not follow the task force’s
recommendation, but said she would continue to fight
verified response.
