PelicanMobile will equip 41 vehicles with its laptop
computers customized to the highway administration’s
specifications. The highway administration is a member of
the Capital Wireless Information Net (CapWIN), a first
responder network partnership between the State of
Maryland, the Commonwealth of Virginia and the District of
Columbia. CapWIN enables law enforcement, public works,
fire and EMS to share information ranging from
transportation and hazardous material incidents, to
suspects who appear on terrorism watch lists, to complex,
multijurisdictional disaster responses.

“In today’s climate, it is crucial that public safety
agencies have the ability to share real-time information
using CapWIN’s interoperable solution where conventional
two-way radio communication between agencies is not
possible,” says Alvin Marquess, an operations manager with
the highway administration. “The additional devices to our
vehicles will bring everyday incident response as well as
major disaster coordination efforts with other agencies to
a new level.”
