GSA Issues HSPD-12 Solicitation

WASHINGTON, D.C.

Homeland Security Presidential Directive-12 may become a
reality in the near future. In proposals recently issued by
the General Services Administration (GSA), vendors have
been asked to submit their integrated approach to six
business processes – six categories of requirements for
each business process under HSPD-12. Proposals must be
complete by July 12, which will determine how contractors
expect to meet the two multipart objectives by the Jan. 8,
2007 deadline. According to GSA, this is a fixed price
contract.

According to GSA, the production hosting environment, which the vendor is to have up and running by Sept. 29, will include the production of eight Personal Identity Verification (PIV) II cards at one enrollment station within a two-hour time frame. In addition, the system must be fully certified and accredited and must be independently verified and validated.

The vendor is to have an enrollment station in a federal building in Baltimore, New York, Seattle and Washington by Oct. 20. The requirements also call for the printing of one PIV II card at each site. The system must also exhibit the ability to create a minimum of 24 PIV II cards per eight-hour workday.

In January, the vendor must establish a connection between its system and at least two human resources Line of Business systems to automatically upload applicants and established results.
